Local Vending Machine Snacks at Brattleboro Union High School

This year, the Brattleboro Union High School cafeteria has added local foods to its vending machine! Alongside more traditional vending machine snacks, Brattleboro Area Food Service Director Ali West is now stocking Brattleboro’s own True North Granola, Montpelier-based Garuka Bars, Rutland-based Sugar Bob’s Finest Kind, and Providence Rhode Island-based Shri Bark Snacks, all sourced from the Food Connects Food Hub.

Honoring Two Local Heroes

Two local Farm to School champions were honored this year by the School Nutrition Association of Vermont and Hunger Free Vermont—Ali West and Harley Sterling!

The Outstanding Achievement Award for “Directors or Managers whose efforts exemplify positive attitudes, creativity, and expertise regarding the challenge of providing nutrition services to Vermont students, especially in times of elevated standards, fewer resources, and recently, a pandemic” went to Ali West, Brattleboro Regional Food Service Director for Windham Southeast Supervisory Union (WSESU)

The Innovation and Advocacy Award for “any school nutrition employee who has taken an idea, developed it into a goal, and carried out a specific project to help their program expand student access to quality school, afterschool, and/or summer meals as well as elevate their community’s image of school meals and school nutrition personnel,” went to Harley Sterling, Food Service Director for Windham Northeast Supervisory Union (WNESU).

A summary of both nominations follows. Congratulations, and thank you, Ali and Harley!

Ali West

Ali West is an incredible asset to Windham Southeast Supervisory Union (WSESU). She has worked tirelessly during the pandemic to ensure that all students in our community are well-nourished. In March of 2020, she pivoted her entire operation and sent meals home to students within three days of school closures. She managed teams of volunteers in her kitchen throughout the spring of 2020, creating efficient systems for getting students fed at home daily. Ali maintained a positive attitude throughout all the challenges that presented themselves during the pandemic, from staffing shortages to supply chain issues, finding creative ways to solve numerous seemingly impossible problems.

Ali is committed to serving high-quality, nutritious food to students and staff. During her five-year tenure, the food quality has increased enormously, prioritizing purchasing local food whenever possible given her tight budget and a shift to scratch cooking. Ali tries out bold new recipes on her menus, such as French lentil soup with fennel, carrots, onions, and thyme and Asian chicken salad with crispy veggies, mixed greens, and a sesame ginger dressing. Her menus always feature a vegan option. For example, when hot lunch is a tuna melt, she also makes a chickpea “tuna” melt. Meal participation among students and staff has increased dramatically. For example, staffing changes have allowed her to become much more hands-on with managing the BUHS kitchen during the 2021-2022 school year. As a direct result of the changes she has made to improve the food quality and the menu, staff participation has increased by 20%, and student participation has increased by 25% this school year alone.

Ali cares deeply about all students, and she is committed to equity in her work. She strives to make all students feel welcome, no matter where they are from, and that desire inspired her to create the Where in the World are We Eating Program, a monthly program where the entire school community celebrates diversity through their taste buds. Ali collaborated with teachers of English Language Learners in the district to compile a list of the 22 different countries students are from. Each month, cuisine from a different country from this list is featured on the menu, and Ali also encourages the entire school community to get involved by learning about the featured country in their art, music, library, and social studies classes.

Ali recently embarked on a new journey, nourishing a group of Afghan refugee families who moved to the Brattleboro area. She is committed to welcoming them with warmth and care through what she does best, food! She has all pork items in the cafeteria marked haram so that these students know which food to avoid to honor their cultural traditions. She has also translated her menus into Dari to make them accessible to these newest students.

Harley Sterling

Harley Sterling is laser-focused on one goal—feeding kids the best quality food possible.  And when Harley has a goal, he makes it happen. Throughout 2021, we’ve seen Harley feed more students than ever before, increase his already impressive local purchasing, reimagine how school meals can be used to feed families, and continue to value and champion his staff.

In the fall of 2020, students were back in school, but Harley knew families were still greatly struggling from the pandemic and its ramifications. He and his team worked hard to feed students nutritious and delicious meals every day, as he has done for years. But he wanted to do more. Over the Thanksgiving break of 2020, the food service team offered the first “meal boxes” to the community, modeling the idea off of a program the Burlington School Food Project had undertaken. Anyone in the community who had a child could pick up a meal box, which included enough groceries for 2-3 meals a day (depending on the time of year), seven days a week, for one child. Boxes were filled per child—so if a family had five children, they could take five boxes. Each box contained fresh fruits and vegetables, whole grains, milk, and packaged foods and recipe ideas for meals using the boxed ingredients. On top of all this, Sterling purchased as much local food as possible. Think Bread Shed bread, Miller Farm milk, and Vermont grass-fed beef and produce. This amounted to Sterling’s program spending over $100,000 on local purchases from Food Connects, his local food distributor, for meal boxes alone. 

The first two meal box distributions were a roaring success, with over 700 boxes going home with families over the December break. Sterling and his team knew then they were meeting an essential need in the community and vowed to continue making food available to families in whatever ways possible. The team offered boxes over the February and April vacations and made a plan to continue this service throughout the summer.

During the summer of 2021, Harley and his team sent hundreds of meal boxes home every week—averaging around 500 boxes/week., They also continued to feed children who were participating in summer programming at the schools in WNESU. In addition, Sterling secured a contract to feed the children in Keene summer programs. This meant that approximately 500 additional students a day were being fed scratch-cooked meals with a large portion of fresh and local ingredients. ISterling and his team were serving roughly 2000 meals per day throughout the summer of 2021. 

Why would Windham Northeast District be feeding students in Keene? This is where Harley’s exceptional innovation, leadership, and passion combine to allow him to identify and capitalize on opportunities—which leads to benefits not just for students but also for his team, local farmers and producers, and the community. Sterling believes strongly in his team and even more strongly in rewarding and elevating them. He offers his staff some of the highest kitchen wages in Vermont, alongside great benefits. One staff member reflected “I’ve never made more money in a restaurant. This is the best paying kitchen job I’ve ever had, and I’ve had many.” Harley doesn’t decline requests for time off.  Once a staff member is trained, they are trusted and given a lot of autonomy. He is serious about elevating the community’s image of school nutrition personnel. Sterling is trying to inspire a new movement that he believes is just beginning—a movement to transform school food.  Sterling explained, “It starts with taking care of people. Paying them. Giving them great benefits. And elevating them so that people see them and value them for what they are: badass chefs.” He hopes this will motivate others to join the effort. 

How can Sterling pay more than “any other kitchen job?”  By being innovative, creative, determined, and extremely hard-working. By contracting with the Keene summer program, he nourished more students with high-quality food andsecured more funding to pay respectable wages and pay for high-quality ingredients. 

Food Connects is honored to work with Harley, and we are inspired by his work. Many school food professionals are doing amazing work in Vermont. But his steps towards increasing access to high-quality food, decreasing stigma, and elevating his team prove he is an exceptional innovator and a true School Nutrition Hero. 

Welcoming our New Afghan Neighbors with Culturally Relevant Foods

My grandmother taught me that a thoughtful way to welcome new neighbors into the community is to bake them a pie and deliver it to their front door with a warm smile. Here in Brattleboro, our schools and community are in the process of welcoming approximately 100 new neighbors from Afghanistan. That’s a lot of pies!

In Windham Southeast Supervisory Union (WSESU) schools, Food Service Director Ali West and her staff welcomed Afghan students through her Where in the World are We Eating program. These special meals often take more work for the food service team, so our Marketing & Outreach Manager, Laura, joined the team to help peel potatoes and prepare the meal for the following day.

On a windy, cold Thursday in February, several Food Connects staff joined Ali and Brattleboro Union High School (BUHS) students for lunch to enjoy these delicious new flavors together. On the menu that day for the “Welcome Home Afghan Allies” meal was Borani Banjan (fried eggplant with tomatoes, mint, and garlic yogurt), Bolani (Flatbread stuffed with potato, onion, and peppers), Beef Kafta Kebab, and Lavash. The mix of flavors and spices was outstanding! Here’s what a couple of the students had to say about the meal:

I like it. I like the naan and the meat has good flavor and seasoning. And the yogurt is good in flavor and texture.

WSESD’s Nutrition program is not the only way the Brattleboro community is welcoming our new neighbors with nourishing food. The Brattleboro Multicultural Community Center-Ethiopian Community Development Council (MCC) is leading the effort to welcome our Afghan neighbors in many ways, including multiple opportunities each week for community members to provide a fresh main dish for lunch daily through a Meal Train site. Volunteers are encouraged to use a collection of Afghan recipes linked on the site, and feedback from our neighbors so far has been that our locally made versions of their traditional recipes are “somewhat bland.” Therefore cooks are encouraged to “be generous with spices, herbs, salt, and oil in the recipes.” Our neighbors say, “We especially want spicy food when we feel sad.” My coworker Beth and I made a meal a few weeks ago, and my kitchen smelled deliciously spicy afterward, those spices perhaps offering a tiny bit of healing to our new neighbors who have been through so much.

In addition, school garden coordinators at WSESD schools, in collaboration with Food Connects and Wild Carrot Farm, are planning to grow two culturally relevant crops in school gardens this season, gandana and nigella, and Kathy Cassin, the Garden Coordinator at Academy School, is featuring some Afghan dishes in her cooking projects with students. The Brattleboro Community and Food Connects family are so happy to play a small part in helping our new neighbors feel welcome, and we look forward to continuing to support and learn from them as they integrate into our area.

Who Feeds Our Kids: Lindsey Mills

We are so pleased to introduce Lindsey Mills! Lindsey started as the Site Lead/Head Cook at Guilford Central School about three months ago and is already showing massive dedication to making sure that Guilford students really enjoy the food they are eating. She has 13 years of experience in food service, but this is her first job in a school kitchen. We were lucky enough to be able to chat with Lindsey at the end of her work week to get to know her a little better, and here are some highlights.

Sadie Hunter (SH): How long have you been working in school nutrition?

Lindsey Miller (LM) : I’m actually brand new this year! I worked in food service for 13 years before this. It’s been really rewarding—more so than my other jobs. I love hearing kids come over and say they loved something new that they maybe had not tried yet. It’s a bit of a tougher crowd (than the restaurants), though.

 SH: What was your biggest challenge when responding to COVID-19?

LM: I guess I’m just really lucky because I’m by myself back here and I’m not really exposed to anyone else as much anymore in the kitchen. At my last job, being in a public setting was terrifying, but now I feel a lot safer working at a school. Everyone is super precautious, and I’m super grateful for that. I wish I had worked at the school before COVID so I could see how they served everything then - now everything is individually wrapped, etc. When I was in school you would go up to the lunch person and get it from the line, and it's a lot more complicated now. 

SH: Do you have children at home? If so, how did you manage child care or balance remote school with your work?

LM: No kids, but a new nephew who is less than a year and is the light of my life! I moved up (to Vermont) to be closer to my sister and nephew. It’s crazy how much things change when your sister and brother-in-law have a kid—my life really shifted because of this little boy. 

SH: What do you think is one of the most important aspects of having children back in the schools this year? 

LM: I’m really happy that they (students) have a super safe place to be and go like Guilford. Life can be scary and unpredictable, but I think this is a really safe, supportive place for them to be. Even if kids aren’t coming from the best homes, they are safe here, cared about, and loved. 

SH: What advice would you give to someone who is interested in this career?

LM: Have an open mind and be ready to be on top of food safety! Be adaptable and always make your food with love. 

SH: What has your team done well that’s led to the success of the program?

LM: I’m by myself in the kitchen, and I often feel like I’m a one-person team here, but if I need help, my supervisor, Ali West, is as accommodating as possible. When the equipment isn’t working, we always find a way to get the food made. Everyone has been super helpful; no one has ever said no to helping when I ask—both people at Guilford and people at Fresh Picks Cafe. Everyone is willing to jump in and help if I need it. 

Update: Deb Johnson, who's been with Fresh Picks for three years, has been stepping in three hours a day before going to her own school (Green Street) in order to help out in the Guilford kitchen.

SH: What is your favorite memory working in school nutrition?

LM: I’ve only worked here for three months, but it’s got to be all the positive feedback I get from the kids. There is a girl who is gluten-free, and one day she didn’t like her breakfast, so the next day, I worked extra hard to redeem myself. She loved it and came dancing into the kitchen to tell me! 

SH: How can the community support you and other school nutrition professionals?

LM: I guess really just by reaching out if their kid has special dietary needs. It’s really about lots of communication from parents! It would be super helpful if I had more feedback from parents about what kids like and don’t like and making sure that I have all the information that I’m supposed to have. I honestly would not mind taking 30 seconds to ask the kids what they want to eat in order to have them better understand what they are eating and not want to send it back. 

SH: What brings you joy? What are some things that you do outside of work that bring you joy?

LM: My nephew and my sister bring me joy. I really love animals too, and I love to cook even when I’m not at work. I love the beach—I didn’t make it last year, but when I do, it brings me a lot of happiness. 

SH: What is one thing you are grateful for?

LM: I’m grateful for every day and every new opportunity that I am given. 

Advocates supportive of Legislation that would increase the amount of Local Food in Schools Speak Out at Stonewall Farm Event

Monadnock Farm & Community Coalition

Join farmers, educators, and bill sponsors as they come together to advocate on behalf of legislation that would increase local food in schools on Friday, January 21, 2021, from 12:00 to 1:00 PM at Stonewall Farm in Keene. House Bill 1657, or “Local Food for Local Schools Reimbursement Bill” aims to increase the amount of New Hampshire-grown food that’s served in public schools. 

This bipartisan effort sets a statewide target that 10 percent of the food served in schools will be grown in the state. 

According to Rep. Alexis Simpson, an Exeter Democrat, and bill co-sponsor, “Under the proposal, schools that purchase local food would be eligible for reimbursement from federal nutrition funding. We want to increase the number of schools that can spend money on local food, as well as the total amount of money spent in the New Hampshire agricultural economy."

The reimbursement program will incentivize NH school districts and food service directors to purchase locally grown and produced food for breakfast and lunch services in cafeterias, boosting youth health and wellness and agricultural viability. 

“The Bill will annually channel $1.8 million in federal and state funds directly into our farm and food economy, supporting local farmers and producers which, in turn, will support our local economies,” adds Roe-Ann Tasoulas, director of the Monadnock Farm and Community Coalition. “And our school children will enjoy the benefit of eating even more healthy, locally produced food at cafeteria meals – it’s a major win-win for everyone."

In addition to federal funding, the program would also require some state investment in a software program the Department of Education would use to administer the program.

Fresh milk and cookies will be served at the event.

The Monadnock Farm and Community Coalition is a coalition of 140+ member organizations and individual members who come together regularly to build a robust, sustainable, and equitable local food system in the Monadnock Region of Southwestern NH.

New Hampshire Farm to School Network is made up of interested Farm to School players from all regions, and across sectors including educators, food service, and procurement. The network will strengthen the ability of Farm to School programs around NH to collaborate on key issues like funding, finding resources and tools, sharing contacts, and brainstorming.

The Lunch Monitor: Increased 3SquaresVT Benefits and the Continued Importance of Universal School Meals

In October 2021, 3SquaresVT benefits increased in Vermont and around the country thanks to important changes made by the federal government to the food stamp program. This is the largest increase in benefits since the program began, which seems like good news for food-insecure families in our community, but there is more to the story.

Unfortunately, recent inflation rates in the US have also climbed to their highest in more than 30 years, which puts increased pressure on low-income families. The new maximum 3SquaresVT benefit per person for a family of 4 is now $6.86 per day. The average meal cost in Vermont is $3.60 per meal, so these benefits cover just 64% of their food costs for a family who is receiving the maximum benefit.

How do families in our community make up the difference? Many families rely on local food pantries like Foodworks and programs like the Vermont Foodbank’s Veggie Van Go Program for meals at home. For families with school-aged children, the fact that school breakfast and lunch are free again this year thanks to a temporary pandemic waiver from the USDA reduces financial stress for families.

School meals looks different than when we were kids!

There is currently a statewide effort to bring universal school meals to every public school in Vermont, to make breakfast and lunch free for all students permanently. 38.6% of families in Windham Southeast Supervisory Union (WSESU) receive 3SquaresVT benefits; therefore if universal meals were to become permanent in WSESU, that would directly benefit approximately 423 students in our district who might not otherwise have adequate nutrition to help them succeed in school. Additionally, 54% of eligible Vermonters are reluctant to apply for 3SquaresVT due to stigma, making programs like universal school meals even more crucial to the health of children and families in our community who are not receiving benefits. Multiple studies have confirmed that universal meals improve student learning, behavior, and health, reducing stigma in schools, and fostering a positive learning environment. Expanding Farm to School Throughout Windham County

Chroma Technology Supports Growth of Farm to School in the WNESU

 Chroma Technology is growing Farm to School programs across the Windham Northeast Supervisory Union (WNESU) this school year by being the lead Farm to School donor for Food Connects, a Brattleboro-based non-profit serving schools in Windham County.

The Food Connects Farm to School program focuses on the “Three C’s” of Farm to School—classrooms, cafeterias, and communities. The generosity of Chroma Technology allows Food Connects to continue and strengthen its work in the WNESU. “We are incredibly grateful for the support that Chroma Technology is providing us this year,” says Sheila Humphreys, Food Connects Farm to School Coach. “Their dedication to Farm to School initiatives in our community ensures that more students can access locally grown food and can experience engaging Farm to School curriculum.”

“One of Chroma's core values is to be an active and caring member of our community,” says Newell Lessell, CEO of Chroma Technology. “Chroma supports Food Connects’s Farm to School program because helping develop healthy eating habits through education and access to nutritious, locally farmed food is good for children’s health, supports Vermont farmers, and builds healthy communities.”    

So how do these funds impact schools and, more importantly, the students in the WNESU?

Bellows Falls Union High School students, and other students throughout the district, saw lots of local food throughout the summer through the Farm to School Cafe’s summer meal box initiative. This program provided students and their families with fresh, nutritious food throughout the summer, regardless of their financial circumstances. As part of Vermont Act 67 and the local food purchasing incentive, students will begin to see more local food on their trays this school year. The Food Connects Farm to School team is working hard to help school nutrition programs navigate this new incentive, in conjunction with offering Vermont grown and made foods through its Food Hub.

School Gardens

School gardens are an essential tool for hands-on and outdoor learning. Westminster Center School is a shining example of how school gardens can be done right. In May, the entire school participated in their Garden Day—a day where students plant seeds and seedlings in the school garden. As students harvest the final fruits of their labor, the garden continues to see an increase in infrastructure. Most notably, a frost-proof water spigot, a chicken coop, a small outdoor prep station, fire pits for outdoor cooking this winter, and blueberry bushes. Food Connects provided the school grant support, marketing materials, and hands-on support in the garden—and looks forward to supporting future garden projects, including the annual Farm and Field day later this month.

Farm to School Teams

Food Connects works with Farm to School teams throughout the region. This task is essential to help develop, guide, and implement Farm to School action plans, provide curriculum and grants support, and create materials and marketing for these programs. Central Elementary School formed a new Farm to School team this year that is participating in the Northeast Farm to School Institute. This school year, the school plans to expand its gardening and do more hands-on cooking in the classrooms, including monthly taste tests organized by the 2nd grade. Food Connects looks forward to working with Central’s Farm to School team to help bring in best practices for gardening and cooking with kids.

Grafton Elementary School is also deepening its Farm to School programming this year, with plans to add new grow labs, a hydroponic fish tank, and cooking tools, including a new oven to make it easier to teach cooking to students. Food Connects will continue to support these new initiatives through coaching and curriculum resources.

The Lunch Monitor: Vermont’s New Local Purchasing Incentive

We are thrilled to highlight the new Local Purchasing Incentive, which passed into law in Vermont this past spring. This exciting new grant program available through the Vermont Agency of Education incentivizes schools to buy more foods grown or produced in Vermont. Offering a reimbursement of 15 cents per lunch served during the 2020-2021 school year and up to 25 cents per lunch served in subsequent years, this grant has the potential to transform school lunch in great ways by getting more fresh, local food into the lunch program while supporting the Vermont agricultural and food production economy.

Still, it is a tool that Food Connects created to help schools begin to strategize about this while the AOE works out how to implement the program in the coming months.

Where in the World are We Eating? A Celebration of Diversity by the WSESD School Lunch Program

School lunch never tasted as good to me as it did on Tuesday, September 28, when I sampled a delicious Thai meal in the BUHS cafeteria. Thanks to “Where in the World are We Eating,” a new program by Brattleboro Regional Food Service Director Ali West of Fresh Picks Cafe, all Windham Southeast School District (WSESD) students had the opportunity to visit Thailand with their taste buds last month. Rather than the standard lunch fare of mac and cheese, pizza, and sandwiches, students could sample chicken satay, tofu Pad Thai, vegetarian Tom Kha soup (my favorite!), and mango sticky rice.

Ali was inspired to create this program to bring the entire school community together to celebrate the diversity of our school district through the shared experience of food. She collaborated with the district’s ESOL teachers to compile a list of the 22 countries students in WSESD are from. Twenty-two countries is a lot to fit into one school year, so she selected nine countries (one per month) to focus on this year, and she plans to continue the program and visit more countries in the future. Thailand is just the beginning! Here is the complete list of countries that students will get to explore with their taste buds this year:

Ali is encouraging the entire school community at all nine schools in the district to get involved, with invitations to music, art teachers, and librarians to feature music, art, and literature highlighting these countries with their students throughout the year. Invitations have also gone out to 6th-12th grade social studies teachers to take turns doing an in-depth study with their students on the featured country. As a culmination of this research, students will create slideshows to share with students of all ages throughout the district to teach about each country’s flora, fauna, clothing, and scenery. For Thailand, Sarah Kaltenbaugh’s 6th graders at Academy School created an engaging slideshow that highlighted beautiful statues, floating markets, and clouded leopards. This slideshow was shared with students from pre-K through high school seniors during the special meal. Early grades can decorate their school cafeterias with coloring pages incorporating images from each featured country.

“I want all of our students, no matter where they are from, to feel welcomed and celebrated in our schools,” says Ali West. As a chef and food service director, the best way that she has found to do this is through a celebration of diversity in the school meal program, which is accessible to all students again this year thanks to the USDA extension of universal meals. Ali even met the added challenge of including local produce in the meal by purchasing bean sprouts from the Chang Farm in Whately, MA, through the Food Connects Food Hub.

Getting Ready for Local: VT Workshops Bring Together School Nutrition Professionals and Farmers

Apple orchards, sweet potato fields, and diversified farms. School nutrition professionals gathered on farms across the state this past August; for many, it was the first time seeing their colleagues from other schools since the start of the pandemic.

Jointly hosted by Food Connects, VT FEED, and the School Nutrition Association of Vermont, these workshops were a time for school nutrition professionals to connect with farmers, think about local purchasing, and the opportunities of a new state bill that incentivizes buying Vermont products for their programs. In addition to touring the host farm, participants prepared a menu item that featured local products from the farm and met the school lunch meal pattern guidelines. There was also plenty of time for everyone to share stories from the past year and hear about what’s been working and what hasn’t been. 

“The past 18 months have been especially hard on school nutrition professionals,” says Helen Rortvedt, Farm to School Program Director for NOFA-VT & VT FEED. “Working from home was never an option for them, and the need for healthy meals has only increased. Made possible by a 2020 USDA Farm to School Implementation grant, participants got an inside look into the operations and hurdles local farmers contend with and discussed ways to get more of their products into school meals. A common theme throughout each of the workshops was the similarities between both professions in regards to the constant logistical details they had to consider—what’s the best packaging option for food, the constant battle for cold storage space, and how do you get your food to consumers (whether that be customers or students). 

At the forefront of everyone’s minds was the local purchasing incentive recently passed by the Vermont legislature. Schools have incredibly low budgets for food (under $1.50 per meal), making it difficult for them to buy high-quality, locally produced foods. This new grant will help by reimbursing schools that use local ingredients in their meals. Given how new the program is, everyone has questions about what implementation will look like. 

Food Connects is a natural partner for schools looking to increase local purchasing. The Farm to School Program works with school nutrition professionals, educators, and administrators to increase nutrition and farming education in classrooms, building interest in and demand for local foods by students. Once the demand is there, the Food Hub can deliver food from over 150 producers right to the school, providing schools an easy and affordable way to participate in the local food system.
